Forse è proprio il caso del Consorzio Nazionale Acciaio che ha iniziato ad operare senza avere alle spalle, a differenza di altri consorzi di filiera, anni di attività nel riciclo dei rifiuti da imballaggio. Basti pensare al vetro, allalluminio, alla carta e alla plastica e perché no anche al legno... «Con lentrata in vigore del Decreto Ronchi - spiega Franco Gnudi, presidente Consorzio Nazionale Acciaio - il nostro paese ha dovuto compiere grossi sforzi per mettere in moto la macchina del riciclo. Alcuni consorzi di filiera, però, grazie a precedenti esperienze sul campo, hanno potuto fare affidamento su strutture e moduli operativi in parte già esistenti. Noi, invece, siamo partiti da zero e abbiamo dovuto inventare tutto, e non perché gli operatori del nostro settore fossero insensibili alle esigenze di riciclo. Il motivo è un altro: rispetto ad altri materiali, che offrono un certo valore residuo e quindi rappresentano un business, lo scatolame, prima di essere trasferito agli impianti di riciclo, deve subire trattamenti di pulizia e valorizzazione, quali ad esempio la destagnatura, al fine di ottenere un rottame ferroso di qualità accettabile per le acciaierie. Il paradosso sta nel fatto che lItalia importa in media 20 milioni di t allanno di rottame ferroso, pronto per essere utilizzato nei forni elettrici, che ha un prezzo di mercato oscillante tra le 30 e le 40 lire/kg. Lo scatolame tal quale, invece, se trovato nei rottami ferrosi viene considerato un materiale inquinante, tanto da causare uninevitabile riduzione del valore dellintera partita». Come si è riusciti quindi a superare queste difficoltà e a far decollare lattività del Consorzio? Pronti... via al riciclo! «Lessere partiti in ritardo - afferma Gnudi - in un certo senso, ci ha agevolato perché, sin dallinizio, abbiamo avuto ben chiaro che dovevamo rendere economicamente interessante lattività di riciclo, coinvolgendo in modo efficace gli operatori sul territorio». Ma vediamo come viene gestita oggi lattività di raccolta e di conferimento agli impianti di riciclo. «In questi anni abbiamo sottoscritto 308 convenzioni, che hanno interessato 3.090 Comuni (pari a un bacino di 34 milioni di abitanti) e abbiamo attivato Accordi-Quadro con Federchimica, Unionchimica e Unione Petrolifera Italiana per il riciclo degli imballaggi industriali. A seconda del livello qualitativo del materiale - continua Gnudi - forniamo un corrispettivo di 100-120 lire ogni chilogrammo di scatolame recuperato dai Comuni grazie al circuito della raccolta differenziata, diventando così proprietari del materiale. Successivamente lo cediamo, a un prezzo simbolico, ai recuperatori che, dopo averlo valorizzato, riescono a conferirlo alle acciaierie o alle fonderie, vendendolo a circa 60-70 lire/kg. In particolare, lattività di valorizzazione e riciclo in tutta Italia è assicurata da oltre 100 operatori specializzati, raggruppati nelle due organizzazioni S.A.R.A. e Assofermet. Questi 100 operatori non rappresentano un semplice anello intermedio, ma sono di fatto dei collaboratori attivi del consorzio: ognuno di loro ha il compito di contattare gli enti comunali della propria area per promuovere, incentivare e agevolare la raccolta differenziata. Ma, poiché ad ognuno non viene assegnata una zona in esclusiva, tutti sono stimolati, e in un certo senso costretti, ad operare sempre al meglio delle loro possibilità. Possiamo quindi affermare di essere riusciti, grazie al nostro intervento e al contributo ambientale Conai, ad attuare e rendere economicamente interessante il riciclo dellacciaio, che in passato avveniva soltanto per quantitativi minimi, ossia quando si riusciva a camuffarlo allinterno del rottame generico». Facciamo un bilancio Alla luce di queste considerazioni risulta estremamente interessante entrare nel merito delle cifre, che evidenziano i progressi compiuti dallacciaio. «Siamo passati - commenta Gnudi - dalle 27.000 t riciclate nel 98 alle 153.000 t del 2000 e dovremmo chiudere lanno in corso con una cifra di poco inferiore alle 250.000 t. La crescita risulta ancora più evidente se si considerano le percentuali, infatti, rispetto allammontare globale dellimmesso al consumo, il riciclo dellacciaio è cresciuto dal 4,5% del 98 al 25-26% del 2000, con una previsione di chiusura per lanno in corso pari al 39,2%. Questi dati si commentano da soli: quando si traccerà un primo bilancio del quinquennio, il Consorzio Nazionale Acciaio risulterà in cima alla lista. Forse vale anche la pena di ricordare che il Decreto Ronchi stabilisce quote differenziate per il recupero e per il riciclo e, come noto, gli obiettivi di riciclo sono in genere più bassi. Nel nostro caso, invece, quasi tutto lacciaio recuperato, proveniente sia dai rifiuti domestici che da quelli industriali viene riciclato. E, considerato che per lacciaio non è tecnicamente possibile effettuare la termodistruzione con recupero energetico (vale a dire il recupero), abbiamo superato abbondantemente le percentuali di riciclo stabilite dal Decreto e nel 2002 dovremmo raggiungere una quota pari al 50%, anche se stimiamo si possa sfiorare persino il 60%. Questo rappresenta per noi un grosso motivo di soddisfazione perché, vista la situazione da cui siamo partiti, siamo riusciti a compiere grossi passi in avanti». Gli obiettivi raggiunti sono ambiziosi, ma le azioni di promozione e comunicazione saranno ulteriormente potenziate. «Punteremo comunque a riciclare di più - sostiene Gnudi - in previsione dellentrata in vigore della nuova direttiva CE, che stabilisce un innalzamento degli obiettivi di riciclo. In ogni caso, però, le nostre attività saranno più mirate ad incentivare le regioni del sud Italia, dove cè ancora molto da fare: la quota media di raccolta differenziata in Italia si colloca infatti attorno al 15-20% (anche se Emilia e Veneto riciclano il 30-35% circa e la Lombardia ha toccato il 40%), mentre il Sud ricicla appena il 2-3%. In questarea contiamo quindi di intraprendere azioni di sensibilizzazione e di informazione massicce». Un futuro dacciaio In un contesto simile che futuro si può prevedere per limballaggio dacciaio? «Le prospettive sono positive - afferma Gnudi - anche se va tenuto presente che si tratta di un settore maturo e quindi non si intravedono grossi cambiamenti nellattribuzione delle quote di mercato. Non dobbiamo dimenticare che limballaggio metallico ha subito nel tempo diverse migliorie dal punto di vista tecnologico, basti pensare allalleggerimento dei materiali, allintroduzione dellaggraffatura elettrica, alla sostituzione della lattina tre pezzi con quella a due pezzi e allinvenzione del coperchio easy open». Sono tutti elementi che hanno contribuito a valorizzare limmagine dellimballaggio dacciaio, che per alcuni prodotti alimentari rimane un punto di riferimento irrinunciabile. È il caso dei pelati, dei legumi, delle conserve ittiche, della frutta e altro ancora... Le industrie produttrici di imballaggi metallici saranno comunque chiamate in futuro a spingere sullinnovazione per facilitare ulteriormente lapertura delle lattine, migliorare la forma e la stampabilità dei contenitori e creare barattoli richiudibili. Il Consorzio dovrà invece puntare anche sulla comunicazione, per far percepire al consumatore finale la portata di questi cambiamenti e trasmettere allutenza limmagine di un imballaggio metallico che si rinnova e... si ricicla. | | The thousand and one lives of steel The Italian National Steel Consortium organised its metal packaging activity from scratch, yet from 98 to this day considerable results were obtained. This is how they managed. The first will be the last? Perhaps this is the case with the Italian National Steel Consortium that, as opposed to other sector consortiums, started operating without years of packaging waste recycling behind them. You only have to think of glass, aluminium, of paper and plastic and why of wood too. What with the Ronchi Decree coming into force - Franco Gnudi, president of the Italian National Steel Consortium - Italy has had to make great efforts in order to start up the recycling mechanism. Some sector consortiums though, thanks to previous experience in the field, were able to operate by partially relying on already-existing structures and modules. On our part we had to start off from scratch and had to invent everything, and not because the operators in our sector were indifferent to the need for recycling. The reason lay elsewhere: compared to other materials, that have a certain residual value and hence represent a business, before being transferred to the recycling plants, tins have to be cleaned and processed, for example the tin has to be de-plated, so as to obtain scrap iron of a quality acceptable to the steelworks. The paradox lies in the fact that Italy imports an average of 20 million tons a year of scrap iron, ready to be used in electric ovens, that has a market price that varies from 30 to 40 lire/kg. In turn tin cans as such, if found amidst scrap iron are considered as a pollutant material, and inevitably reduce the volume of the entire batch. How did they manage to get over the difficulties and make the Consortium activities take off? Ready... lets start recycling! As Gnudi goes on to say in a certain sense our having started off late made things easier for us in that, right from the outset it was clear to us that we had to make our recycling activity financially interesting, this by effectively involving the operators on the ground. But lets take a look and see how the activity of collection and conferment to the recycling plants is being carried out. In these years we have signed 308 conventions, involving 3,090 municipal councils (covering a user basin of 34 million inhabitants) and we have started up general agreements with Federchimica, Unionchimica and Unione Petrolifera Italiana for the recycling of industrial packaging. Depending on the standard of quality of the material - Gnudi continues - we pay out 100-120 lire per kilogram of tin cans recovered by the municipal councils on the segregated collection circuit, thus becoming owners of the material. Following on from that we hand it on at a symbolic price to the recoverers that, after having processed the same, are able to confer it to steelworks and foundries, selling it at around 60-70 lire/kg. More specifically, processing and recycling activities throughout Italy are ensured by over 100 specialised operators, grouped under two organisations, S.A.R.A. and Assofermet. These 100 or so operators do not stand as a simple intermediary link in the chain, but they are in fact actively working for the Consortium: each of them has the task of contacting the municipal council body of their area in order to promote, incentivate and facilitate segregated collection. But, in that each one is not exclusively assigned a given area, they are all stimulated - and in a certain sense forced - to work to the best of their abilities. We can hence state we have succeeded, thanks to our intervention and to the Conai environmental contribution, in starting up steel recycling and making it financially interesting, something that in the past only occurred in minimum quantities, or that is when it was disguised as general scrap. Reviewing the situation In the light of these considerations it would be extremely interesting to take a look at the figures that highlight the progress steel has made. As Gnudi states we have gone from 27,000 t recycled in 98 to 153,000 t in 2000 and we have closed the year underway with a figure a little below 250,000 t. The increase is even more striking if we consider the percentages; in fact, compared to the overall amount placed on the market for consumption, steel recycling has increased from the 4.5% of 98 to 25-26% of the year 2000, with a forecast of the final figures for 2001 standing at 39.2%. These figures do not need commenting on: when a balance of the five-year period is made, the Italian National Steel Consortium will come out top. Perhaps we should also remind ourselves that the Ronchi Decree sets different quotas for recovery and recycling and, as is known, the recycling objectives are generally lower. In our case, nearly all the steel recovered, coming both from domestic as well as industrial waste is recycled. And considering that thermodestruction with energy regeneration (ie recovery of the same) is technically impossible, we have well exceeded the recycling percentages set in the Decree and in 2002 we should attain a share of 50%, even if we estimate we may be closer to 60%. This for us is a great reason for satisfaction because, given the situation we started out from, we have managed to make great steps forward. The objectives reached are ambitious, but the actions of promotion and communication will be further strengthened. We will at any rate aim at recycling more - Gnudi goes on to say - while awaiting the entering into force of the new EC directive, that sets a raising of the recycling objectives. In any case though, our activities will be ever more set on incentivating the southern regions of Italy, where there is still a lot to be done: the average share of segregated collection in Italy in fact lies at 15-20%) even if Emilia and Veneto recycle 30-35% and Lombardy has touched on 40%), while the south recycles no more than 2-3%. In this area we intend making people more aware with a massive information campaign. The future of steel In a similar context what future can be seen for steel packaging? The prospects are good - Gnudi goes on to say - also if one should bear in mind that the sector is a mature one and hence we do not see any big changes in the allocation of market shares. We mustnt forget that metal packaging has undergone various improvements from a technological point of view, you only have to think of the lightening of materials, the introduction of electrical seaming, the substitution of the three-piece can with the two piece can and the invention of the easy-open cover. They are all elements that have contributed to enhancing the image of steel packaging, that is inextricably associated with some food processes. This is the case for peeled tomatoes, vegetables, icthyic preserves, fruit and other items... The concerns producing metal packaging will at any rate be called upon in the future to further innovation, in order to make the opening of cans even easier, to improve the shape and the printabilty of the containers and create reclosable cans. The Consortium for its part will have to also aim at communication, to enable the end consumer to perceive these changes and transmit the image to the users that metal packaging is being renewed and... recycled. | | | Identità e obiettivi del Consorzio Nazionale Acciaio Il Consorzio Nazionale per il Riciclo e il Recupero degli imballaggi in Acciaio opera per favorire la raccolta e il riciclo dei rifiuti di imballaggio in acciaio. Costituitosi il 18 novembre 1997 si configura come consorzio obbligatorio, in ottemperanza del decreto Ronchi (D. L n° 22 del 05/02/1997), riunisce al suo interno fornitori ed importatori di materiale in acciaio per imballaggio, nonché fabbricanti di imballaggi e di accessori in acciaio. Il Consorzio, oltre ad ottimizzare le forme di raccolta e il trasporto dei rifiuti, promuove anche il riciclaggio e il mercato dei prodotti recuperati dai rifiuti. Svolge inoltre una serie di importanti attività complementari atte a sensibilizzare ed educare lutenza finale. Le aziende iscritte al Consorzio sono 250, ed in particolare la quasi totalità di quelle prive di un sistema autonomo di recupero dei propri imballaggi. Il Consorzio ha lo scopo di favorire, promuovere e agevolare la raccolta ed il riciclo degli imballaggi in acciaio, siano essi provenienti dallutenza domestica (raccolta differenziata su superficie pubblica - es. barattoli, bombolette), che provenienti dallutenza industriale (raccolta da superficie privata - ad esempio secchielli, fusti). In particolare, grande attenzione è rivolta allo sviluppo, allallargamento ed al potenziamento della raccolta differenziata. Al Consorzio spetta quindi il compito di coordinare e controllare lattivazione delle convenzioni (cioè accordi con gli Enti locali per la raccolta differenziata) nonché la gestione delle stesse e verificare anche i flussi di raccolta e di destinazione del materiale. Le cifre dellacciaio: uso, consumo e riciclo Nel 2000, lutilizzo di imballaggi di acciaio in Italia (imballaggi impiegati per il confezionamento delle merci) è stato di 633.000 t, di cui: 537.000 t costituite da contenitori di piccole e medie dimensioni e chiusure e 94.000 t costituite da fusti di 200 l di capacità (dati Imballaggio in cifre edito da Istituto Italiano Imballaggio). Secondo un primo pre-consuntivo, per il 2001 lutilizzo dovrebbe attestarsi a 630.000 t, riconfermando sostanzialmente i valori del 2000. Tale stagnazione dipende per lo più dal rallentamento delleconomia internazionale e nazionale. Va tenuto comunque presente che la domanda di imballaggi di acciaio, pur risentendo dellandamento tipico di un settore maturo, fa registrare un trend di crescita dell1,5-2% medio annuo. Le 633.000 t di utilizzo del 2000 si sono trasformate in un consumo finale (imballaggi che restano sul territorio nazionale dopo luso) di 521.000 t, alle quali, sommando 79.000 t di accessori quali reggetta, filo di ferro ecc., si arriva a 600.000 t. La quota di riciclo è stata pari al 25,5%. Nel 2001 si ipotizza che il consumo finale sarà lievemente inferiore a quello del 2000, attestandosi a circa 595.000 t. Obiettivo del Consorzio per il 2001 è quello di riciclare 233.000 t globali di rifiuti di imballaggio entro lanno in corso e avviare al riciclo 295.000 t entro il 2002 (pari al 50% degli imballaggi di acciaio immessi al consumo). Nel corso del 2001 il CNA ha intrapreso, attraverso i media, importanti azioni dinformazione e sensibilizzazione inerenti le problematiche della raccolta e del riciclaggio degli imballaggi di acciaio, rivolgendosi non solo allutenza in generale, ma anche ai giovani in età scolare. | | Nature and objectives of the Italian National Steel Consortium The aim of the Italian National Consortium for the Recovery and Recycling of Steel Packaging is to encourage the collection and recycling of steel packaging waste. Set up on 18 November 1997, it takes the form of a compulsory consortium, in compliance with the Ronchi decree (D. L no. 22 of 05/02/1997), bringing together suppliers and importers of steel materials, as well as manufacturers of steel packaging and accessories. As well as optimising collection methods and the transport of waste, the Consortium also promotes recycling and the marketing of products reclaimed from scrap. It also carries out a series of important complementary activities aimed at awareness and education into final use. 250 companies are enrolled in the consortium, and it is an important fact that almost none of these has its own autonomous system of reclaiming its own scrap. The Italian National Steel Consortium was set up with the purpose of fostering, promoting and facilitating the collection and recycling of steel packaging, be this from the domestic circuit (segregated collection on public premises - ie cans, aerosols), or from the industrial circuit (collection on private premises - ie drums). More particularly great attention is placed on the development, the extension and the reinforcement of segregated collection. Hence the consortium has the task of coordinating and controlling the activation of the conventions (that is the agreements with the local authorities concerning segregated collection) as well as the administration of the same; it has to furthermore increase awareness of and ensure the correct conferment of the data regarding the use of steel packaging by companies as well as check the running of the collection circuit and destination of materials. The figures for steel: use, consumption and recycling In the year 2000, the use of packaging steel in Italy (packaging used for packing goods) stood at 633,000 t, of which: 537,000 t made up of small-to-medium-sized containers and closures and 94,000 made up of 200 litre capacity drums - figs. from Imballaggio in cifre (packaging in figures) edited by the Istituto Italiano Imballaggio. According to a first pre-balance, for the year 2001 use should be at around 630,000 t, substantially reconfirming figures for the year 2000. This stagnation is for the most due to the slowing down of the international and national economy. One should all the same consider that the demand for steel packaging, even though subject to a run typical to a mature sector, has registered an annual average growthtrend of 1.5-2%. The 633,000 t used in 2000 has ended up in a final consumption (packaging that stays on the national territory after use) of 521,000 t, and that adding 79,000 t of accessories such as straps, wire etc, one reaches 600,000 t. The recycle rate stood at 25.5%. In the year 2001 it is estimated that the end consumption will be slightly below that of the year 2000, standing at around 595,000 t. The aim of the Consortium for 2001 is to recycle a total of 233,000 tonnes of waste packaging during the current year and begin the recycling of 295,000 tonnes in 2002 (the equivalent of 50% of the steel packaging introduced onto the market). During the year 2001 the Consortium has launched some important media campaigns informing and making those concerned aware as to the problems of the collection and the recycling of steel packaging, not only turning to the users in general, but also to young people of school age. | | |
