Decision of the Commission dated 30th June 2000
Concerning a project for regulation in the Kingdom of the Netherlands of the name and labeling of fizzy drinks and alcohol-free drinks.
The Kingdom of the Netherlands is obliged to postpone, for a period of twelve months from notification of this decision, the adoption of that part of the regulation project concerning labeling requirements aimed at introducing the obligation of the additional wording “contains from 150 to 350 mg/l caffeine, equal to 2-4 cups of coffee” on labels for alcohol-free drinks containing caffeine.

EC Directive 2000/36 of the Parliament and Council dated 23rd June 2000
Cocoa and chocolate products for human consumption.
The vegetable fats other than cocoa butter defined and listed in enclosure II of the Directive can be added to chocolate products. The addition must not exceed 5% of the finished product.
Chocolate products containing vegetable fats other than cocoa butter can be placed on the market in all member States, on the condition that their labels contain the words: “contains other vegetable fats in addition to cocoa butter”.
Member States must implement this directive by 3rd August 2003.

Regulations n.1760/2000 of the European Parliament and the Council dated 17th July 2000
Setting up a system of identification and recording of beef cattle and corresponding labeling of beef and beef products, repealing regulations (EC) n.820/97 of the Council.
Chapter II of the regulations introduces labeling of beef and beef products. By labeling, one means the affixing of a label on each piece of meat or pieces of meat or corresponding packaging, in the case of products that have not been prepacked, with appropriate written information easily visible for consumers at the point of sale.
The label shall bear the following information:
- a reference number or code, (number or code for the individual animal or herd that the meat comes from);
- the slaughterhouse approval number;
- the cutting shop approval number.
The regulations also provide for an optional labeling system with different information to the mandatory information, to be submitted for approval by the competent authorities in each member State.
These regulations come into force on 1st September 2000.

Regulations (EC) n.1825/2000 of the Commission dated 25th August 2000
Bearing details of the method of application of regulations (EC) n.1760/2000 of the European Parliament and the Council concerning the labeling of beef and beef products.
To guarantee the traceability of the origin of the beef, as part of both the mandatory and the optional beef labeling systems, the operators and organisations must apply a system of identification and recording of beef throughout the various stages of production and sale.
These regulations provide instructions concerning the traceability of the origin of the beef, labeling in the event of missing details, simplification of the indication of origin, size of the herd, minced beef, approval procedures and controls.

Decisione della commissione del 30 giugno 2000
Relativo ad un progetto di regolamento del regno dei Paesi Bassi sulla denominazione e l’etichettatura di gazzose e bevande analcoliche.
Il Regno dei Paesi Bassi è tenuto a differire, per un periodo di dodici mesi dalla notifica della presente decisione, l’adozione della parte del progetto di regolamento che riguarda le disposizioni in materia di etichettatura volte ad introdurre l’obbligo di aggiungere la dicitura “contiene da 150 a 350 mg/l di caffeina, pari a 2-4 tazze di caffè” sull’etichetta delle bevande analcoliche contenenti caffeina.

Direttiva 2000/36/CE del Parlamento e del Consiglio del 23 giugno 2000
Prodotti di cacao e di cioccolato destinati all’alimentazione umana.
I grassi vegetali diversi dal burro di cacao definiti ed elencati all’allegato II della direttiva possono essere aggiunti ai prodotti di cioccolato. Tale aggiunta non può superare il 5% del prodotto finito.
I prodotti di cioccolato che contengono grassi vegetali diversi dal burro di cacao, possono essere immessi in commercio in tutti gli Stati membri, a condizione che la loro etichettatura rechi la menzione: “contiene altri grassi vegetali oltre al burro di cacao”.
Gli stati membri devono recepire la direttiva entro il 3 agosto 2003.

Regolamento n.1760/2000 del Parlamento Europeo e del Consiglio del 17 luglio 2000
Istituisce un sistema di identificazione e di registrazione dei bovini e relativo all’etichettatura delle carni bovine e dei prodotti a base di carni bovine, e che abroga il regolamento (CE) n.820/97 del Consiglio.
Il titolo II del regolamento introduce l’etichettatura delle carni bovine e dei prodotti a base di carni bovine. Per etichettatura si intende l’apposizione di un etichetta sul singolo pezzo di carne o su pezzi di carne o sul relativo materiale di imballaggio, per i prodotti non preimballati, con le informazioni appropriate scritte e visibili al consumatore nel punto vendita.
L’etichetta reca le seguenti indicazioni:
- un numero di riferimento o codice di riferimento, (numero o codice del singolo animale o gruppo di animali da cui provengono le carni);
- il numero di approvazione del macello;
- il numero di approvazione del laboratorio di sezionamento.
Il regolamento prevede anche un sistema di etichettatura facoltativa contenente indicazioni diverse da quelle obbligatorie che debbono essere sottoposte per approvazione alle autorità competenti di ciascun Stato membro.
Il regolamento è applicabile dal 1 settembre 2000.

Regolamento (CE) n.1825/ 2000 della Commissione del 25 agosto 2000
Recante modalità di applicazione del regolamento (CE) n.1760/2000 del Parlamento europeo e del Consiglio per quanto riguarda l’etichettatura delle carni bovine e dei prodotti a base di carni bovine.
Per garantire la rintracciabilità dell’origine, sia nell’ambito del sistema obbligatorio che del sistema facoltativo di etichettatura delle carni bovine, è necessario che gli operatori e le organizzazioni applichino un sistema di identificazione e di registrazione delle carni bovine in tutte le varie fasi della produzione e della vendita.
Il regolamento fornisce istruzioni in ordine alla rintracciabilità dell’origine, etichettatura in caso di informazioni non disponibili, semplificazione dell’indicazione dell’origine, dimensioni del gruppo di animali, carni macinate, procedure di approvazione e controlli.
